Dubai Holding has awarded its largest-ever construction contract, valued at AED 5 billion, for a new headquarters and the Jumeirah Residences Emirates Towers project. The move consolidates the group's operations and signals a new era for Dubai's premium office and residential markets.

Dubai's property sector just witnessed a defining moment: Dubai Holding has committed AED 5 billion to a single construction contract, the largest in its history, to deliver a new headquarters and the Jumeirah Residences Emirates Towers project. This is not just another development-this is a strategic consolidation of Dubai Holding's sprawling operations and a bold bet on the city's future as a global business and luxury living hub.

The contract, signed with China State Construction Engineering Corporation Middle East, will see the creation of a landmark headquarters designed to unite all Dubai Holding companies under one roof. The project also includes the completion of Jumeirah Residences Emirates Towers, adding 754 branded residential units across two towers in one of Dubai's most coveted commercial districts.

What the new headquarters means for Dubai Holding

For the first time, Dubai Holding's diverse portfolio-spanning real estate, hospitality, entertainment, retail, and investments-will operate from a single, purpose-built headquarters. The building, designed by Skidmore, Owings & Merrill (SOM), is set to open in 2029 and will feature a distinctive circular design, open-air central atrium, and extensive green spaces. The focus is clear: collaboration, sustainability, and employee wellbeing are at the core of the new workspace.

Dubai Holding's leadership is positioning this move as a catalyst for long-term economic growth. According to Ahmed bin Saeed Al Maktoum, the group's chairman, Dubai Holding's activities already generate economic output equivalent to 30% of Dubai's GDP. The new headquarters is intended to set a new benchmark for premium office environments in the city, with ambitions to achieve advanced international standards for sustainability and employee experience.

Jumeirah Residences Emirates Towers to reshape luxury living

The contract also covers the completion of Jumeirah Residences Emirates Towers, a high-profile residential project developed by Meraas. The two towers will deliver 754 luxury units under the Jumeirah brand, blending contemporary architecture with the group's signature hospitality. Residents will have direct access to Dubai's leading business, cultural, and lifestyle destinations, with handover scheduled for 2030.

SCDA Architects, known for their modern approach, have designed the residences to combine international design with authentic Arabian hospitality. The project aims to attract high-net-worth individuals seeking exclusive living in the heart of Dubai's commercial core.

Who is involved and why it matters

The signing ceremony brought together key figures: Ahmed bin Saeed Al Maktoum, China's Consul General Ou Boqian, Dubai Holding CEO Amit Kaushal, and Tian San Chuan, President of China State Construction Engineering Corporation Middle East. Their presence signals the scale and international significance of the deal. China State Construction, active in the UAE since 2003, has delivered over 110 major projects in the Gulf, leveraging the resources of its global parent company.

Dubai Holding's portfolio now exceeds AED 500 billion in assets, with investments in more than 30 countries and a workforce of over 45,000. The group's seven core companies span real estate, asset management, hospitality, entertainment, investments, land management, and community development-making this headquarters a logistical and symbolic centrepiece.

What happens next

Construction of the new headquarters is set to complete by 2029, with Jumeirah Residences Emirates Towers following in 2030. Dubai Holding is betting that these projects will not only consolidate its own operations but also raise the bar for office and residential standards citywide. The group's leadership is clear: this is a long-term investment in Dubai's economic resilience and global appeal.

Dubai Holding's decision to channel AED 5 billion into a single, integrated development is a calculated move that goes beyond corporate consolidation. It is a direct challenge to competitors in both the office and luxury residential markets, and a signal that Dubai's top-tier property sector is entering a new phase of ambition and scale. The real test will be whether these projects deliver on their promise of sustainability, quality of life, and economic impact-or whether they become just another set of high-profile addresses in a city already crowded with icons.
