The agreement names the card provider, but leaves the discounts couples can claim undisclosed. Young people enrolled in Dubai Weddings are set to receive Esaad Cards under a partnership between Dubai Police's Esaad Card Centre and the Community Development Authority in Dubai. The arrangement is intended to ease the cost of preparing to marry.
The headline benefit still has no price tag.
The deal adds a benefits component to the Sheikh Hind bint Maktoum Family Programme. Its wider support package includes financial and medical measures. It also covers social assistance and service-based support. The policy context is explored in Dubai family policy coverage.
The memorandum applies to young people taking part in Dubai Weddings, an initiative under the Sheikh Hind bint Maktoum Family Programme. Officials signed it on the sidelines of the programme's first supervisory committee meeting. Hessa bint Essa Buhumaid, director general of Dubai's Community Development Authority, chaired the meeting. Brigadier Salah Al Marzouqi, director of the Esaad Card Centre, signed for Dubai Police. Dr Ahmed Al Hashemi, executive director of the authority's Regulation and Community Services Sector, signed for the authority.
The committee also signed a partnership with Dubai Health. It covers reproductive health and counselling, with educational programmes included as well. Another agreement with Emirates Food Bank focuses on using surplus food at weddings and events. Al Rais Travel will provide additional services for newlyweds. The arrangements extend the programme into healthcare and practical support. The Emirates News Agency reported on the partnerships.
Committee figures show that the Sheikh Hind bint Maktoum Family Programme has helped establish around 1,500 Emirati families since its launch. A total of 1,300 people have received financial support. In 2026, Dubai Weddings participants accounted for 48% of all weddings involving UAE citizens held in Dubai. By September 2026, the initiative had recorded 472 births. Recipient satisfaction stood at 99.5%.
Dubai Weddings aims to help young people build stable families and reduce marriage costs. The Esaad Card agreement gives participants another route to benefits. Other programme agreements extend support into healthcare. They also cover food sustainability and travel services. The financial impact for each couple will depend on the benefits available and how often they can use them.
